can a school who requires a 3.8 GPA or above in order to promote ethnic diversity on campus reduce the required GPA to 3.1 for African Americans and hispanics?

If it is a state funded college…. to what extent… ? which laws define this?

If it is private, they can admit cows and horses. If a public school, then it can use race as a partial factor for admission.
