Savings Bank

Does anyone know of a good internet bank site where one can transfer money to open a savings only account?

I am having my tax refund direct deposited to my prepaid debit card but would like to transfer part of it to an online bank savings account that will issue a debit card for emergency use. Does anyone have any good suggestions?
