I’m sure it was effective. There were probably regular patrols but there weren’t many people patrolling due to most people being up at the front. You had to notify the government to cross the border to another country if you were a civilian. everything was documented and well kept and you had to be back by a certain time etc. I believe they let civilians from those countries patrol the borders (Many civilians were willing to collaborate so the Germans gave them jobs like that, along with sending them to fight the allies) there was a lot of marching and the borders were really secure. It would be hard for an ant to get across without documentation. The main soldiers who were patrolling were Ukrainian, Belorussian, Lithuanian, Latvian, Estonian, German, Austrian, Romanian, and Maybe a few poles. (Very few poles collaborated, A great many poles resisted. But there were still a few collaborators)
