Fair Token

In probate, does real estate the deceased has be sold privately at Fair Market Value?
My brother passed away and left no will. I have just been named administrator of the estate (NH btw). Surviving next in line beneficiaries are my parents. He currently owes more debt (med bills) than the value of his liquid assets and the only main asset of value is his investment property. Since we want to keep it in the family, can i as the administrator purchase it myself and take out a mortgage enough to pay off his debts? I first thought to sell to my parents but they are also the beneficiaries so from that point I think there’s an option to refinance/mortgage the real estate through probate. Is it a conflict of interest? I know it’s my fiduciary duty first in handling of the estate but at the same token seems conflicting?
You’d need an order of the probate court approving any sale to yourself individually from executor of an estate. I’m not sure a court would approve.
