Encased Cent

Photo Cell replacement on garage light Fixture?
I’m familiar with photo cells but I am currently stumped. My garage light has what appears to be a photo cell. It clearly is not factory from the rough drilled hole. It controls two lights. It is about as round as a 50 cent piece and 1/4 or so inch thick. It only has Two Black wires and appears to be encased in epoxy plastic on back. Here is the problem: The light bulb (60 watt) is one inch from it! Through the glass, the bulb shines directly on the face of the photo cell. So is this a photo timer or why does not the light bulb turn the photo cell off and make it rapid cycle on/off as would a conventional photo cell? All photo cells I have seen have a red/black/white wire, not just two black ones. It has worked for 12 years, now the lights are on all the time. Thank You in advance for any and all help!!!
The two black wires are equal to black and red. The light stays on because the photo cell is defective. Turn the new cell away from the lights when installing. Good Luck.
