Can spelter legally be sold as bronze in France?

I’ve just been sold an art déco object by an antique seller from France (over the internet).
I took it to be valued and was told it was not bronze but probably spelter?
The French dealer however claims not to understand what I mean.
I’ve looked it up, and ‘spelter’ is a.k.a. ‘French Bronze’.
Have I just been conned? or, is this an innocent case of lost in translation?

This http://en.wikipedia.org/wiki/French_Bronze makes it clear that it can, but there is a problem in translation or jargon or something because this http://en.wikipedia.org/wiki/Spelter sort of makes clear that in the English speaking world, it is much more common to regard spelter as the same as white metal – a cheap casting material that isn’t very strong, while the casting industry considers high purity zinc=spelter=French Bronze to be very strong.
