Is is wrong for a local authority to issue penalties for bus lane infringement on Christmas Day?

Is is wrong for a local authority to issue penalties for bus lane infringement on a Christmas Day and/or other special days in respect of part-time bus lanes marked to operate only on Mondays to Fridays between 4pm and 7pm and when there are no scheduled bus services on these roads on Christmas Day and Sunday schedules operate on Bank Holidays?

If the sign says it’s a bus lane, Monday to Friday 4pm to 7pm then from Monday to Friday 4pm to 7pm it is a bus lane regardless of what other significance there may be to that day of the week.
